Draga uploads new data to PCA library

The update from Draga includes 1 192 attributes, 16 terminals and 146 blocks. The majority of these attributes were already part of the library, allowing the use of existing references such as Material https://www.posccaesar.org/imf/attributes/7349487d-6da4-4d7a-a6f7-d276b8642c7b that was reused from some of the new blocks Instrument Housing, https://www.posccaesar.org/imf/blocks/8e891617-9116-4638-9e9b-2dd4cda740c2
